Given that so much of VMware’s business is for the virtualization of Microsoft product in their enterprise client base, it’s understandable that they take this position as they have more to lose by incurring Microsoft’s wrath. VMware has a history of not supporting configurations that would encourage the circumvention of other vendors’ licensing agreements.
VMware has stated that when Microsoft allows Windows to be run on Apple Silicon, then they’ll work to support it. It comes down to whose attorneys blinked, IMHO. Parallels’s attorneys didn’t. As for Microsoft not challenging small infringers – that is not Microsofts history. So Parallels will gain Fusion’s customer base as folks transtion to a product that works on Windows 11 including me as I have not other good choice.
I expect it is just a matter of time before Microsoft officially permits legitimate VM software to run on Windows I will take a somewhat contrary view here, but its not really good for the user either. The end user agreement for the Insider Program states that it supersedes any other Microsoft license agreement. In turn the Insider agreement does not place any real conditions on what you can do other than that you have to allow all telemetry to Microsoft that Microsoft wants, and then Automatic Updates cannot be turned off.
Microsoft can then add or remove features or end the preview at will. You do not have working version of Windows on ARM in my view rather you have a toy. Microsoft’s behavior is somewhat curious here in that with the telemetry they have to know the image is running on M1.
They tell you to ignore that error in the Parallels forums. Parallels at one point claimed to have , users testing Windows on ARM. If this is true, it is really , users that are USING Windows on ARM on the M1 and this represents serious financial damage to Microsoft and its Qualcomm partners as some number of these people may have bought the Microsoft and its partners supported hardware.
Microsoft would have to answer why they are allowing this «abuse» to occur on this scale? I also think that paying Microsoft for a license key is money to the wind but its your money not mine.
Microsoft does state in the license agreement that activation does not qualify as being properly licensed, but activation does at least solve the feedback and Windows Update issues as you can take back what control Microsoft will give you. If at some point Microsoft actually invalidates activations on M1s, there is at least some recourse for a refund in the agreement terms. Good points. However I did not pay for a Windows 11 license. I paid for a Window’s 10 license when it first came out, and simply upgraded.
So no new out of pocket cost. But seriously I do expect Microsoft is taking the opportunity to get a good look under the hood. Again – have at it. My best guess is that allowing Parallels to run is basically a data-gathering opportunity for Microsoft – as you more or less suggest.
Parallels is the beta user – Fusion will likely soon enough be the public release user. In the meanwhile – it is pretty annoying for loyal, paying users of both Windows as a paying user for VM , and Fusion after many years of being a paying user – now free Kind of a interesting that now that Fusion for personal use if free – Vmware can’t seem to find a way forward with Microsoft.
As for this being a «working toy,» I respectfully disagree. Having been forced by Vmware to try Parallels – turns out Parallels is pretty darn slick, with a better user interface than Fusion in my experience. Interesting statement on parallels.
